Why do you need $10 min in order to create a stream?

My first stream charged me about 0.05 cents and now my provided credit is 9.95 but I cannot create a new stream since you need min $10 as far as I can tell. Again the dev docs are not clear on this since you added credit card and got rid of the option for VID coin itself.

Can we add some kind of test account or make the initial limit higher cause if I can only test 1 stream that is not useful to me.
